The American Immigration Lawyers Association (AILA) has obtained an advance copy of the interim regulation implementing the 20,000 H-1B numbers for fiscal 2005. The regulation has been posted to AILA's InfoNet at document # 05050214: http://www.aila.org/infonet/fileViewer.aspx?docID=18413 (PDF, 395 Kb).

AILA has sent its members an e-mail with the followng information: "Under the regulation, which is slated for publication on May 5, 2005, with an effective date five business days later, only graduates of U.S. master's or higher programs will be eligible.
